Juan Manuel Pelaez renovated the Plaza Cisneros in Medellin, Colombia, next to the EPM Library, in 2005. French architect Carlos Emilio Carré designed many of the surrounding buildings in the late nineteenth century and the original square was built in 1924. It honors Cuban engineer Francisco Javier Cisneros.
Due to budget problems, only 300 of the original 360 concrete towers were erected, and the height was scaled down to 18m for many of them. Each tower has seven reflectors, and they are illuminated by 170 floor lamps. The lighting system simulates phases of the moon. A sparse bamboo forest punctuates the urban forest theme.
